By 1779, when Ashe developed into two militia districts, political power appeared to be resolving around two locations: one in southern Ashe in the area of Boone with Andrew BAKER, a Justice of the County Court and Captain of the Militia, the political leader (Note 1); and the second in the northern district centered around Penninton's Mill (located on Grassy Creek just south of the Virginia border) with Micajah PENNINGTON, a Justice and Captain of the Militia, the political leader of this area (Note 2).

Micajah PENNINGTON's reputed father, Benajah PENNINGTON, is first found on the Yadkin Riover in Rowan County in 1753 (Note 3). By 1770, Benajah and Micajah PENNINGTON were on the Upper Catawba River moving into Ashe County sometime in the 1770s. (Note 4).
